What does the binocular ratings or specs mean?

Reply:
8 refers to the power of the binoculars. They bring objects 8 times closer. 21 refers to the diameter of the objective lens in mm. 7 refers to the field of view in degrees. It is common currently to express field of view in feet per 1000 yards. 7 degrees is about equal to 365 ft at 1000 yards more or less. That is about average.

they give a controlled amount of the population a box, that is wired to their tv
say 5000 people, then they take the data, and average it
least thats how they used to do it here in the UK
now with satelite tv it must be much easier to collate the data
A small sample group is chosen, usually for each mode; i.e. Terrestrial, Satellite, Cable – and would include a diverse spectrum of the viewing public like pensioners, typical families, young single adults etc. These groups are paid to have technology installed to monitor their viewing habits as a representation of the wider audience; and therefore the TV ratings can never truly be 100% accurate!
Having said that, new technology allows certain modes such as Cable and Satellite, which have a return path, to send anonymous usage data back to the service provider; in affect snooping on the viewing habits of a much broader sample and returning a more honest picture of the sort of channel hopping that occurs when the viewer is not aware of being monitored.
